Overview
The full proclamation of the Public Procurement and Disposal of Public Property Act of 2015 (as amended) came into effect on April 26th, 2023 which allowed all public bodies to perform their own procurement and disposal activities and as such, the Procurement Unit of the Ministry of Finance was established.
The Unit embodies a framework whereby procurement proceedings includes procurement planning, soliciting of tenders, evaluation and awarding of contracts and contract management closeout in accordance with the Public Procurement and Disposal of Public Property Act of 2015 (as amended).
The Procurement Unit has the responsibility to procure goods, works, services and disposal of public property for all Divisions/Units of the Ministry of Finance and while ensuring that its procurement activities are achieved in a manner that is consistent with the objects of the act as mandated in section 5 (2) of the act.
Functions
The main functions of the procurement unit are as follows:
- Preparation of the Annual Procurement Plan for the approval of the Permanent Secretary;
- Identifying the supply risks associated with each category of goods and services being procured;
- Assisting in developing significant procurement strategies in conjunction with requesting Units/Division;
- Reviewing and compiling the Annual Schedule of Planned Procurement Activities of Divisions/Units;
- Pre-qualification of supplies/contractors in accordance with the public procurement and disposal pf public property act and regulations;
- Compiling list of Pre-qualified suppliers/contractors as required by Division/Units;
- Managing all procurement activities in accordance with the approved Annual Procurement Plan; (inclusive of all activities in procurement process)
- Managing the retention and disposal of personal property in accordance with the public procurement and disposal of public property act and regulations;
- Monitoring and measuring procurement performance and preparing the Annual Procurement Performance Report;
- Recommending the updating and improvement of the Handbook and Special Guidelines;
- Submission of quarterly reports as required to the Office of the Procurement Regulations;
- Management of Procurement and Disposal records and documentation.
